  If the policy is unset or set to an empty list, scanning confirmation dialogs will be shown to the user when <ph name="GET_SCANNER_LIST_FUNCTION">chrome.documentScan.getScannerList()</ph> or <ph name="START_SCAN_FUNCTION">chrome.documentScan.startScan()</ph> are called.
